PROJECT DESCRIPTION
The Department of Minerals and Energy (DME) identified the need to establish various regulatory bodies dealing with different energy sub-sectors in South Africa. As a result of the Gas Bill enabled in 2000, a proposed new Gas Regulator as well as a Liquid Fuels Pipeline Regulator would need to be established. Although the different energy sectors that need to be regulated have unique characteristics, the government wished to restrict the proliferation of regulatory bodies. As such, the Cabinet deemed it necessary to investigate the possible integration and rationalisation of these regulatory bodies.
SERVICES PROVIDED BY STRATEGY & ECONOMICS
This project, performed on behalf of the Department of Minerals and Energy, involved examining the feasibility of rationalising existing and planned energy regulators and regulatory functions in South Africa into a multi-sector structure.
Strategy & Economics, in our capacity as Team Leader, produced a set of recommendations based on the lessons of international best practice and stakeholder consensus which provided a clear and effective structure to regulate the energy sector in South Africa, require minimum future Government spending on energy regulation with regulatory oversight maintained and making most effective use of limited experienced human resource capacity within South Africa.
