Strategy & Economics Ltd. was established in the UK as a private limited company on 25 September 2000.  We are led by our Managing Director, Stuart King, who is supported by a Company Director and a network of associate consultants.

Strategy & Economics Ltd. is owned and led by Stuart King, who has more than thirty years’ experience working globally as a business strategy specialist and economist.  Stuart's expertise lies in advising governments and businesses on infrastructure development. He has worked extensively in both developed and developing countries, advising on regulation, restructuring, financing and privatisation initiatives as well as proposals for enhancing operational performance and financing climate change mitigation.

 

His breadth of experience incorporates the following key areas of capability and knowledge:

  • Working on behalf of both government and utility clients to develop innovative financing proposals as well as privatisation and other forms of PSP/PPP which support infrastructure investment initiatives.

  • Acting as climate / green financing specialist, which entails identifying potential funding sources and assisting in accessing such funding.

  • Carrying out mid and end-of-project evaluations on behalf of a variety of development partners.

  • Reviewing and advising on how the operational performance of utilities can be enhanced.

  • Developing and reforming the policy and institutional framework governing utility sector operations, including the establishment of regulation authorities.

 

Until June 2011, Stuart was Managing Director of the Singapore office of IPA Energy + Water Economics.  Prior to this, he ran his own economics consulting business for eight years and also worked for several management consulting companies include Putnam, Hayes & Bartlett, Stone & Webster and Deloitte & Touche.

 

Stuart has an MBA from London Business School and a BSc in Economics from the London School of Economics.
