PROJECT DESCRIPTION
The SPCR represented the first phase of PNG’s Pilot Program for Climate Resilience (PPCR) under the Strategic Climate Fund (SCF). PPCR’s goal was to help countries transform to a climate resilient development path, consistent with national poverty reduction and sustainable development goals.

S&E provided the Climate Financing Specialist for this assignment, whose work entailed preparing recommendations for establishing a climate change trust fund (CCTF) for PNG. More specifically the work involved conducting a comprehensive review of climate change financing for Pacific developing member countries to identify climate change fund sources, funding mechanisms (including dedicated climate funds) and associated lessons learned in accessing financing. On the basis of this analysis, as well as PNG’s particular circumstances, the architecture and operating modality for a CCTF was to be established.
