PROJECT DESCRIPTION
Strategy & Economics provided the Institutional / Legal Expert for this project to support the Department of Public Works and Highways (DPWH) and key partner agencies in the implementation of the National Sewerage and Septage Management Program (NSSMP). The NSSMP had three principal objectives: accelerating achievement of the Clean Water Act goals, demonstrating actual application of recommended strategies and options in achieving program goals through pilot project implementation and building the capacity of key agencies, local governments, water utilities and other relevant partners in the implementation of the programme.
SERVICES PROVIDED BY STRATEGY & ECONOMICS
The work comprised a number of components including developing a Program Implementation Plan (PIP) 2012-2020 that defined the key activities for NSSMP implementation focusing on the process of sanitation project selection, prioritization, development, appraisal, evaluation and local implementation. Within the context of the PIP, a Program Operations Manual was to be created that provided a guide to the operations of project activities under the NSSMP. A key component of the Manual was the establishment of the institutional framework underlying NSSMP implementation. This framework identified and defined the tasks of the lead implementation agency as well as the structure, roles and functions of, and coordination with, other concerned agencies.
